Who may say what

On food the label must name the manufacturer or importer in Ukrainian (consumer-protection rule restated by Держпродспоживслужба); on cosmetics the name or registered trade name and address of the responsible person (відповідальна особа) must be on the pack (Technical Regulation p. 47).

Mandatory food information is given in the state language, with allergens from Annex 1 highlighted in the ingredient list (Law art. 15); under martial law imported packaged food with foreign-language labels may be sold until 1 April 2027 only if full Ukrainian information travels with the goods and is shown to buyers before purchase (shelf tag QR, terminal, website); cosmetic labelling follows the state-language law (p. 51) and INCI names (p. 52).

Since 21 August 2023 only nutrition and health claims on the lists of MoH Order No 1145 may appear on labels, presentation or advertising, and they must not mislead, cast doubt on other foods or encourage excess consumption; cosmetic claims fall under p. 53 of the Technical Regulation.
